Bulletin 346: Paris & Tokyo MoUs PSC Concentrated Inspection Campaigns (CICs) – Stability

Application: All shipowner/operators, masters and officers of merchant ships and authorised classification societies

Introduction

The common Concentrated Inspection Campaign (CIC) on Stability in General, was developed by the Paris and Tokyo MoUs and scheduled for 2020. Due to the COVID-19 pandemic, it was postponed for one year. The purpose of this bulletin is to inform the industry of forthcoming CICs focused on stability.

Paris and Tokyo MoU on Stability in General

Prompted by several serious incidents including incorrect ship loading conditions and missing intact stability documentation onboard, the CIC on Stability in General will be carried out under the Paris and Tokyo MoUs from 1st September to 30th November 2021. Focus is likely to be on the Stability Booklet and Loading Computer. The attending PSC Officer will evaluate whether the Master and responsible officers are adequately trained and are familiar with the systems on board. The CIC will be included in the routine PSC inspections carried out in the three month period September to November 2021. There will be a common inspection checklist for every PSCO. The deficiency codes related to this CIC are likely to be as listed below:

  • 01313 Booklet for bulk cargo loading/unloading/stowage
  • 01316 Cargo information
  • 01317 Cargo Record Book
  • 01321 Endorsement of Cargo Booklet
  • 01326 Stability Information Booklet
  • 02102 Damage Control Plan
  • 02103 Stability/strength/loading information and instruments
  • 15150 ISM

A PSC questionnaire is expected to be published at the beginning of August 2021 and it is expected that the questionnaire will relate mainly to operational issues and the familiarization of these by the Master and officers. Further, it is expected that the PSCO will ask the Master to show and explain the stability calculation for the current voyage and whether approved conditions of stability are available onboard. Stability related deficiencies mostly affect the Safety Management System (SMS) and may trigger an ISM-related deficiency, especially if they are recurring or numerous.

It is to be noted that the Black Sea, Indian Ocean, Mediterranean, Riyadh and Vina del Mar MoUs are expected to join this initiative. The Caribbean MoU, The US Coast Guard and AMSA have their own CIC or local inspection campaigns.
